Permanent
makeup
is a cosmetic
technique which employs tattoos
(permanent pigmentation of the dermis) as a means
of producing designs that resemble makeup,
such as eyelining and other permanent enhancing
colors to the skin
of the face,
lips, and eyelids.
It is also used to produce artificial eyebrows,
particularly in people who have lost them as a consequence
of old age, disease, such as alopecia,
chemotherapy,
or a genetic
disturbance, and to disguise scars
and white spots in the skin such as in vitiligo.
It is also used to restore or enhance the breast's
areola,
such as after breast surgery.
Most
commonly called permanent cosmetics, other
names include dermapigmentation, micropigmentation,
and cosmetic tattooing,
the latter being most appropriate since permanent
makeup is, in fact, tattooing. In the United
States and other countries, the inks
used in permanent makeup and the pigments
in these inks are subject to FDA
or similar agency regulation as cosmetics and color
additives.

Regulations
and oversight
Permanent
makeup regulations vary from country to country:
sometimes by state, province, county or even city
to city. For instance, in the US, while in most
areas it falls under the cognizance of the Department
of Health, State Boards of Cosmetology are often
the oversight agency. In fact, in some areas a cosmetology
or esthetics license is required, while in other
areas, cosmetologists are prohibited from conducting
these procedures. Exclusive to Australia, practitioners
are prohibited from advertising the procedures as
"permanent" since it is commonly known that tattoos
will fade over time and it is their opinion that
the "…benefits of cosmetic tattooing are not permanent
and will generally only last three to five years."
The purpose of the ACCC action was to alert the
consumer public to the fact that touch ups may be
required to maintain optimal appearance.
Some believe this position is not consistent with
the fact that permanent makeup is tattooing and
tattooing is a permanent process.
Before
undergoing any form of cosmetic tattooing, it is
essential to ensure that a salon has appropriate
approvals from their local health authorities for
skin penetration procedures. It is important to
note that just because a salon has local health
approvals for general beauty therapy services does
not necessarily mean that they have approval for
cosmetic tattooing procedures, it is prudent to
insist on seeing the certificate of registration.
Mobile
tattooing (in home) services may be a breach of
Health Guidelines in some locations, for example
in Melbourne Australia they prohibit mobile tattooing
services.
History
Permanent
makeup dates back at least to the start of the 20th
century, though its nature was often concealed in
its early days. The tattooist George
Burchett, a major developer of the technique
when it become fashionable in the 1930s, described
in his memoirs how beauty salons tattooed many women
without their knowledge, offering it as a "complexion
treatment ... of injecting vegetable dyes under
the top layer of the skin."
Results
Immediate
results
Permanent
makeup results in enhanced features of the face—definition
is rendered to eyebrows, eyes and lips by the use
of colors. Results can imitate topically applied
cosmetics
or can be quite unnoticeable, depending upon the
design,
color
value and amount of pigment used.
At
first, permanent makeup results may look harsh.
This is due to color remaining in the outermost
epidermal
layers of skin at the start. Color softens within
a few days during the healing process as the upper
layers of epidermis slough and are replaced by new
epidermal cells.
Long
term results
The
best possible color results can perform for many
years or may begin to fade over time. How much time
is individual per person. While permanent makeup
pigment remains in the dermis its beauty-span may
be influenced by several possible factors. These
can be environmental, procedural and/or individual
factors.
Sun exposure fades color. The amount and color of
pigment deposit at the dermal level can affect the
length of time that permanent makeup looks its best.
Very natural looking applications are likely to
require a touch-up before more dramatic ones for
this reason. Individual influences include lifestyles
that find an individual in the sun regularly such
as with gardening or swimming. Skin tones are a
factor in color value changes over time.
Imperfections
Permanent
makeup is a welcome enhancement for most recipients.
There are cases, however, of undesired results.
The 4 most common complaints are "too dark," "wrong
color," "uneven" and "too big." A skilled, experienced,
permanent makeup professional is able to adjust
the color and evenness of permanent makeup results
in most cases. A design that is too large presents
a serious challenge, however. Costly pigment lightening
techniques and/or removal may be the only solutions.
However,
before embarking on the aforementioned removal/correction
procedures, it should also be noted that you still
have the option of applying conventional makeup
to correct any imperfections or to further enhance
the overall effect.
Removal
As
with tattoos, permanent makeup can be difficult
to remove. Common techniques used for this are laser
resurfacing, dermabrasion
(physical or chemical exfoliation),
and surgical removal. Camouflaging—adding a new
pigment which counteracts the tattoo color and attempts
to emulate normal skin color is considered a poor
choice by professionals. Removal is more painful
and laborious than the tattooing itself.
Adverse
effects and complications
As
with tattoos, permanent makeup may have complications,
such as allergies
to the pigments, formation of scars,
granulomas
and keloids,
skin cracking, peeling, blistering
and local infection.
The use of unsterilized tattooing instruments may
infect the patient with serious diseases such as
HIV and hepatitis.
Removal problems may also ensue, due to patient
dissatisfaction or regret, and they may be particularly
difficult to remove in places such as eyelids and
lips without leaving permanent sequelae.
On
very rare occasions, people with permanent makeup
have reported
swelling
or burning
in the affected areas when they underwent magnetic
resonance imaging (MRI).

Eyebrow
& Top Eyeliner Procedure
This
client had her eyebrows and top eyeliner permanently
tattooed. The eyebrow tattooing is an example of
a "powdery filled" technique as opposed to individual
hairline strokes since the client already has eyebrow
hair but simply wanted an enhancement and shaping.
The top eyeliner represents a thin eyeliner tattoo
and a "lash enhancement" procedure that is used
to define the eye without making it look excessively
made up.

Like
hair
extensions, eyelash extensions add length,
thickness and fullness to natural eyelashes. Synthetic
single fiber polyester thread-like materials are
applied to individual eyelashes to create a fuller,
longer look.[citation
needed] The adhesive used is surgical-grade.
This type of eyelash enhancement is not the same
as department store strip lashes. Extensions come
in various lengths, colors and thicknesses, and
can be worn during sleep, showering and swimming.[citation
needed] However, excessive exposure
to oil can weaken adhesive bond. [ Eyelash extensions]
differ from "fake" or "false" eyelashes in that
they are applied one extension to one lash. The
procedure to attach the extensions takes an average
of one and a half to two hours for a full set of
extensions of roughly 30-80 lashes per eye. If properly
applied with medical grade adhesive, eyelash extensions
are designed to bond to one's natural eyelash.Eyelash

Eyelash
extensions may last from two weeks to two months,
depending on the cycle of hair growth. Most people
choose black lashes, however, brown, red, green
and purple are available. Mink lashes are available,
but most people for ethical and cost reasons, chose
synthetic lashes. Mink sets may cost from $500.00
and up. Eyelash extensions have been around since
the late 1990s, and originated in Japan. Used by
fashion models and Hollywood. Eyelash extensions
are worn by celebrities such as Nicole Kidman, Star
Jones, Jennifer Lopez, Paris Hilton, Jennifer Love-Hewitt,
Lindsay Lohan, Gwen Stefani, Lucy Liu, Naomi Campbell
and Liz Hurley. However, since the early 2000s,
many salons have offered this service. Eyebrow extensions
are available as well, however are not as popular
as eyelash extensions. False eyelash strips, or
small groups of false eyelashes, are not considered
to be "Eyelash Extensions."
As
hair grows out, it cycles and falls out naturally,
thus shedding the extension with it. Only licensed
estheticians or registered nurses may legally apply
eyelash extensions to clients. In some States, cosmetologists
may be allowed by law to perform eyelash extensions.
Some areas of the country do not require any sort
of official training to perform lash-extensions,
but generally spas and salons will require some
sort of professional license. Prices range depending
on location of salon and type of service offered.
Generally the price is $199.00 to $500.00 per set
for a good quality set. Re-lash is usually $75.00
to $150.00.
The
procedure for eyelash extensions differ from each
technician. The technique involves attaching a synthetic,silk
or mink and even human eyelash extension to an individual
eyelash on the client. The selection of the donor
lash to which the extension is to be attached is
a specialist task. It involves, carefully separating
the natural lashes with a fine point tweezer to
reveal one healthy eyelash. The eyelash extension
is then dipped into medical grade adhesive and attached
to the natural eyelash. The process is repeated
until all eyelashes are covered. The eyelashes should
last about three weeks, at which point a re-lash
or touch up may be done. The bonding agent used
during the process is just as important as the lash
procedure itself.
Industry
Many
consumers are led to believe that there is are major
differences between some of the brands on the marketing
selling individual eyelashes. Most salons, as well
as those self-employed are able to order extensions
from the very same factories as the name brands.
People who want to perform eyelash extension treatments,
must attend an eyelash
extension course to be able to know exactly
how to apply the lashes in a safe and hygienic manner.
Eyelash extensions often professionally applied
at medical spas, salons, nail salons, and even at
makeup stores.
The
Lashologist Council of America offers a certification
program that candidates earn a Certified Lashologist
(TM) accreditation in eyelash extensions. The group

is a city located in southern Orange
County, California.
The name "Laguna Niguel" is derived from the Spanish
word "Laguna" which means lagoon,
and the word "Nigueli" which was the name of a Juaneño
Indian village that was once located on Aliso
Creek.[citation
needed] The population was 61,891
at the 2000 census. The city was primarily built
after 1980 as an unincorporated master
planned community located in the San
Joaquin Hills near Laguna
Beach. It borders Laguna
Beach, Dana
Point, San
Juan Capistrano, Mission
Viejo, Laguna
Hills, and Aliso
Viejo. Laguna Niguel has been the host of the
'Mooning of the Amtrak' for 30 years as of July
2009.
History
Laguna
Niguel is located on the Rancho
Niguel Mexican
land grant of Juan
Avila. He retained ownership until 1865, when
a severe drought killed off most of his cattle.
Lewis Moulton, owner of the Moulton Company, bought
the area of modern-day Laguna Niguel in 1895, along
with significant other portions of the surrounding
area from farmers that were hard pressed to earn
a living due to a local drought in the area.
In
1959, the Laguna Niguel Corporation, started by
Cabot, Cabot
& Forbes from Boston,
made Laguna Niguel one of the first master planned
communities in California. Victor
Gruen and Associates, a Vienna architect, developed
a community plan for 7,100 acres (29 km2).
The Avco Community Developer in 1969 continued the
plan, which by then held 6,500 residents.
The
construction of the San Diego, I-5, Freeway in 1959
allowed more people to arrive. The first communities
developed in Laguna Niguel were right along the
coast, touching the southern border of Laguna Beach.
These communities were called Monarch Bay and the
Monarch Bay Terrace built between 1960 and 1962.
In
1973, Laguna Niguel Regional Park opened, and in
1974 a one-million square-foot ziggurat building
was given to the United States government.
On
December 1, 1989, Laguna Niguel became an incorporated
city in Orange County and became its 29th city.
Geography
Laguna
Niguel is located at (33.531938, -117.702503). According
to the United
States Census Bureau, the city
has a total area of 38.1 km² (14.7 mi²).
38.0 km² (14.7 mi²) of it is land and
0.2 km² (0.1 mi²) of it (0.41%) is water.
Laguna
Niguel occupies a hilly basin near the southern
end of the San Joaquin
Hills, a small coastal mountain range in southern
Orange County. On the west is 650-foot (200 m)
Niguel Hill, which separates the city from Aliso
Canyon, an immense gorge cut by Aliso
Creek, one of the county's primary watercourses.
The Aliso Canyon area is home to Aliso
and Wood Canyons Regional Park, a large wilderness
area in the southern county. Although the creek
itself only brushes the northwestern border of the
city, a major tributary, Sulphur
Creek, drains most of northern Laguna Niguel.
Sulphur Creek runs through Crown Valley in eastern
Laguna Niguel, Crown Valley Park, Laguna
Niguel Regional Park and Sulphur
Creek Reservoir (Laguna Niguel Lake). The two
parks and the lake lie just north of the geographic
center of the city.
Low
ridges dissect much of the Laguna Niguel area. Most
of these mountain ridges, some of them attaining
heights of one or two hundred feet, run northeast
to southwest, delineating the hydrography of the
area. Laguna Niguel's other primary drainage, Salt
Creek, has two forks in the southern half of
the city, flowing southwards to the Pacific Ocean.
Laguna Niguel itself has no border on the ocean.
The city of Dana
Point to the south separates Laguna Niguel and
the Pacific. On the east side, Laguna Niguel is
separated from San
Juan Capistrano by a significant ridge running
along Trabuco Creek.
To the north lie Aliso
Viejo and Laguna
Hills.
Crown
Valley and Alicia Parkways are the primary thoroughfares
in the city. Crown Valley Parkway runs along Sulphur
Creek and the northern fork of Salt Creek, bisecting
the city northeast to southwest. Alicia Parkway,
mostly a north-south road, follows Aliso Creek to
where it joins Crown Valley Parkway in close proximity
to Crown Valley Park and the city center. California
State Route 73 runs north of the city, diverging
from Interstate 5 just
northeast of Laguna Niguel. Moulton Parkway/Street
of the Golden Lantern runs along the eastern boundary
of Laguna Niguel. Pacific Island Drive/Camino del
Avión follow parts of the west and south boundaries,
respectively. Another major road, Niguel Road, runs
roughly parallel and east of Crown Valley Parkway
along the Salt Creek canyon. Marina Hills Drive
is the largest crossing between Niguel Road and
Golden Lantern, and Aliso Creek Road runs east-west
through northern Laguna Niguel.
Demographics
As
of the census of 2000, there
were 61,891 people, 23,217 households, and 16,785
families residing in the city. The population
density was 1,630.0/km² (4,221.0/mi²). There
were 23,885 housing units at an average density
of 629.1/km² (1,629.0/mi²). The racial makeup of
the city was 83.50% White,
1.25% African
American, 0.29% Native
American, 7.73% Asian,
0.12% Pacific
Islander, 3.48% from other
races, and 3.62% from two or more races. Hispanic
or Latino
of any race were 10.38% of the population.
There
were 23,217 households out of which 38.1% had children
under the age of 18 living with them, 60.2% were
married couples living
together, 8.8% had a female householder with no
husband present, and 27.7% were non-families. 20.6%
of all households were made up of individuals and
4.7% had someone living alone who was 65 years of
age or older. The average household size was 2.65
and the average family size was 3.10.
In
the city the population was spread out with 26.6%
under the age of 18, 6.0% from 18 to 24, 32.9% from
25 to 44, 25.7% from 45 to 64, and 8.9% who were
65 years of age or older. The median age was 38
years. For every 100 females there were 94.9 males.
For every 100 females age 18 and over, there were
91.2 males.
According
to the Census Bureau's 2008 estimate, the median
income for a household in the city was $98,072,
and the median income for a family was $110,963.
Males had a median income of $68,640 versus $40,487
for females. The per
capita income for the city was $50,980. About
2.8% of families and 4.1% of the population were
below the poverty
line, including 3.6% of those under age 18 and
4.1% of those age 65 or over.
Politics
In
the state
legislature Laguna Niguel is located in the
33rd
Senate District,
represented by Republican
Mimi Walters, and in
the 73rd
Assembly
District, represented by Republican Diane
Harkey. Federally, Laguna Niguel is located
in California's
48th congressional district, which has a Cook
PVI of R +8 and is represented by Republican
John Campbell.
In The Orange
County Board of Supervisors Laguna Niguel is
part of the 5th District and represented by Patricia
C. Bates.
Climate
Like
much of Southern California, Laguna Niguel has pleasant
weather year-round. On average, August is the hottest
month and December the coolest. The highest recorded
temperature is 108°F, which occurred in 1963, and
the lowest such temperature is 21°F, which was recorded
in 1949. Precipitation is sparse in Laguna Niguel,
as only five months out of the year receive rainfall
greater than one inch. The highest monthly rainfall
on average occurs in February and is 2.96 inches.
Notable
buildings
The
Chet Holifield Federal Building
In
1971, a one-million square-foot ziggurat building,
originally built for Rockwell
International and presently owned by the United
States government, was designed by Los Angeles-based
architect William Pereira.
The Chet
Holifield Federal Building, as it is now known,
is home to millions of microfilms as documents of
land agreements between the American government
and the original Indian Tribes of the southwest
United States. It is also home to the Western Regional
Department of Homeland Security and the California
Service Center of the United
States Citizenship and Immigration Services.
The building was used for the 1995 movie Outbreak,
where it served as the exterior for the Center for
Disease Control headquarters. Earlier, the building
was featured in an ending scene for the 1975 sci-fi
movie Death Race
2000.

Orange County is a county in Southern California, United
States. Its county seat is Santa Ana. According to the
2000 Census, its population was 2,846,289, making it
the second most populous county in the state of California,
and the fifth most populous in the United States. The
state of California estimates its population as of 2007
to be 3,098,121 people, dropping its rank to third,
behind San Diego County. Thirty-four incorporated cities
are located in Orange County; the newest is Aliso Viejo.
Unlike many other large centers of population in the
United States, Orange County uses its county name as
its source of identification whereas other places in
the country are identified by the large city that is
closest to them. This is because there is no defined
center to Orange County like there is in other areas
which have one distinct large city. Five Orange County
cities have populations exceeding 170,000 while no cities
in the county have populations surpassing 360,000. Seven
of these cities are among the 200 largest cities in
the United States.
Orange County is also famous as a tourist destination,
as the county is home to such attractions as Disneyland
and Knott's Berry Farm, as well as sandy beaches for
swimming and surfing, yacht harbors for sailing and
pleasure boating, and extensive area devoted to parks
and open space for golf, tennis, hiking, kayaking, cycling,
skateboarding, and other outdoor recreation. It is at
the center of Southern California's Tech Coast, with
Irvine being the primary business hub.
The average price of a home in Orange County is $541,000.
Orange County is the home of a vast number of major
industries and service organizations. As an integral
part of the second largest market in America, this highly
diversified region has become a Mecca for talented individuals
in virtually every field imaginable. Indeed the colorful
pageant of human history continues to unfold here; for
perhaps in no other place on earth is there an environment

growth than this exciting, sun bathed valley stretching

Orange County was Created March 11 1889, from part of
Los Angeles County, and, according to tradition, so
named because of the flourishing orange culture. Orange,
however, was and is a commonplace name in the United
States, used originally in honor of the Prince of Orange,
son-in-law of King George II of England.
